The United States Industry Coalition (USIC) is a non-profit corporate membership association of high tech businesses, associations, and research institutions who are actively engaged in technology commercialization in the service of global security, peach and prosperity. USIC is a division of the Department of Energy’s Global Initiatives for Proliferation Prevention program. USIC encourages three-way partnerships between private U.S. industry, former Soviet weapons institutes, and Department of Defense laboratories. The goal in such pairings is to re-direct former Soviet Union scientists and engineers from weapons technology to non-military, commercial projects. Through these partnerships, 2,800 jobs have been created in the Soviet Union along with hundreds here in the United States. Stolar’s founder and chief technology officer, Dr. Larry Stolarzyck is a member of the USIC board of directors.

The National Nuclear Security Administration’s Kansas City Plant has partnered with Stolar and the Institute for Measuring Systems of Russia in USIC project to improve underground mining safety. Together the three collaborated on breakthrough projects that allow for the extraction of natural gas from coal beds and precision drilling. The partnership also resulted in a digital data transmission system that provides text messages from underground, potentially saving trapped miners.

Through USIC, Stolar partnered with the Federal State Owned Enterprise Federal Research and Production Center Measuring Systems Research Institute (named after Yu. Ye. Sedakov) in Russia and the National Nuclear SecurityAdministration’s Kansas City Plant to improve safety for underground mining. Although each brought a unique skill set to the table, together they experienced a breakthrough in the technology to extract natural gas from coal beds. The project resulted in new radar technology that offers precision drilling and a digital data transmission system that provides text messages from underground; an invaluable safety measure for trapped miners
